Darth Vader the Boss battle. Though it's mega disappointing you can only use his worst attack for the weapon art when you get his sword

In NG+ so I have some elaboration on this. He is almost 100% part of the Mohg order, the group that threatens you entirely from the quote from the first boss prior to stormV.
"We will never stop hunting you"
Or something very close to that. You'll learn later these random npcs appearing next to a spawn point like this guy are part of that exact order. Hence the fact they come after you outside of their specific domain. It's on the command of mohg

All I really know is that he's corrupted by rot and hunting the isolated merchants for some reason.

Is there anything else of significance out there?

Huh, makes alot of sense guessing this explains Anastasia the Tarnished Eater too? Ahh wish played that up more with some spoken lines, cool premise.

They are hunting the merchants for their bell bearings, hence the name Bell Bearing Hunter for every other one of those guys you can meet outside of the shaded castle. Why they hunt them tough I don't know.

Also, he seems to have stolen the sword he is wielding from a member of the Marais family, which supposedly once lived in and reigned over the Shaded Castle.
You can meet a member of them just left of the castle where he will attack the player and drop the Antspur Rapier when he dies.
Also the last descendant of the Marais seems to be in love (or better, is obsessed) with Malenia, as her portrait is hanging right in the room where Elemer has been fought.
Also for some reason, the prosthesis which later on is given to Milicent can be found in the room where Elemer is fought:
