So I accidentally gave someone a poor rating on their message, lol. I know it's probably not a big deal but anyone know what that does? Maybe too many poor ratings will make the message show less?

It amounts to the overall rating of the message but that's about it.
Good ratings heal the creator of the message instead.

That is kind of new to me. Can you provide a source to either the soft ban meter or that messages disappear after too many poor ratings?

Also I'm pretty sure the status bars showing up is just because you are returning to your world where you had a Greatrune active which provides additional resistances.

I lost the count of how many downvotes i gave to all those teens trying to act like veteran comedians.

Unfortunately, the most stinking ones have already 1000+ (or 9999) votes, and all kind of votes counts towards overall visibility.

It doesn't do anything, but the author of the message can see how many positive and negative votes it has. Positive ratings will heal the author. If negative ratings affected players, people would be abusing it on every message.

From that Page:
"Penalty points are added when you disconnect from the session without dying and without successfully completing your objective such as killing the host, phantoms or a boss."

I didn't read through it all to see if they had mentioned the status bars when you spawn into a game.. but those are literally just a numeric counter to how many penalty points you have.
(The closer the bars are to full, the closer you are to a temporary ban)

Elden Ring is the same engine, including the exact same soft-banning behavior.
(Personally tested by myself and a few friends, through a series of known engine exploits)

Rating a message adds to its appraisals, good or bad. It also heals the writer... good or bad. Why do you think so many people leave message to trick you? If you ever think a message is bad, do not rate it at all.

That is correct, those penalty points regard your ability to play online in general. If you disconnect too often (force quit, game crash) during online play you eventually will be unable to playe online as you get a penalty.
But status bars popping up upon leaving a world have really nothing to do in regards to how many penalty points you have accumulated. Penalty points are invisble to the player and are registered server side only.

Status bars popping up upon leaving a world are because as soon as you get sent back to your world, the effect of an activated greatrune (humanity in ds1, ember in ds3) is applied to the player, which is turned off during coop/invasion as a phantom.
As soon as this happens, you get a higher overall resistance against different ailments like frost, bleed etc. compared to playing as a phantom without active greatrune so the status bars are shown to decrease (because higher resistance, immunity etc. = bigger bar).
Another reason for the bars to show up might be because of possible downscaling which is removed as soon as you return to your world, but I am not as sure about that.

Something similar happens if you equip the Grave Scythe in Elden Ring. It raises immunity, so after equipping it, the poison and rot bar will pop up to decrease because of your overall increase in immunity.

Also, why would so many different bars show up after disconnecting if they regard a solitary aspect/single mechanic of the game?
And you can not see the bars upon forcequitting/crashing the game but only after normally (dying, killing host, killing boss) returning to your own world, so why would there be any connection to being penalized?
