So I would say it is some kind of malformed start, or ancient being long dead.
I've taken a look at youtube but couldn't find anyone mentioning it and I don't remember any reference in game.
It's been puzzling me since the moment I saw it.
This one is Godwyn corpse
When they buried him the essence of death seeped through the roots throughout the land, hence the existence of death root.
I'd imagine the Stormveil face is a manifestation of that.
Godwin corpse is now tied to the roots to a point where he spreads with the roots of the tree
There's also a few crabs that spew Deathblight clouds and also feature a face-like growth on their shells.
Godfrey is someone completely else, he's the person in question's father and not dead.
That creature is dead while Godfrey is alive and you meet him.
To much god in this game... Godfrey, Godrick... and then Godwin, easy to mix things up
