In the scenario you described you seemed to play among people who unanimously seemed to agree that using the physick seemed to be okay, while healing still was not.
Also a heal over time might be the same to you as healing directly from the flask, but then again, it simply is not the flask and the other player very well might have used it to buff himself.
Replenishing fp is also absolutely not frowned upon in duels/fight clubs.
Get Law of Regression take back the control. Careful though some hosts pre-drink, sit at the grace then summon, to be able to rebuff sometimes. Which is in all honesty ♥♥♥♥♥♥♥♥ cuz can't do that as a duel summon, oh and can't use rune arc either, oh and the host can banish you through finger severer without being interrupted but you can get knocked out of it. It's almost as if the whole pvp aspect of this game was undercooked, or as one might say... raw.
Refilling fp never was looked down upon, not even in arena fights were a set amount of ashen estus was allowed.
Depending on the build it might even be necessary to regulary refill. Denying it to other players is almost the same as exluding certain builds from pvp in a way.
