You should have nearly maxed upgrade on atleast 1 weapon by the time you reach that area and also have decent hp.
Im on ng4 with 1700 health and no enemies one-hit kill me, unless a boss use a supermove i forgot to dodge.
Heavier weapons like claymore and zwei aren't as good with status effects as faster weapons, and I would just go pure strength and have them heavy.

High pages are the ultimate life form, as they have no weakness. Unlimited Stamina allows them to endlessly combo their extremely fast rapier. They can dodge you with easy and fire their oneshotting crossbow 3 times while they are making the dodge jump which oneshots you. Fighting it on ranged makes it spam his oneshotting crossbow too. The might of a page is far greater than any others. Even the demigods crumble to dust against such might.
This is of course a little exaggerated but you dont seem to be the only one struggling with them.
As others have stated before, be sure to have invested in vigor. Choose you weapons affinites according to your stats to get the most out of it. As many other enemies they dont enjoy heavy jump attacks that much.
Dont take this the wrong way, but yours might be a case of git gut.
Try to lure them out and fight them one by one instead of rushing into the the room. Learn their attack patterns and behaviours, to know when to dodge and when to attack.
Yes, I was talking about the High Pages, there's one hidden near a staircase that always kicked my ass.
