Chelonas Tower still not work :(

I'm already playing up my 4th character. but the riddle with the 3 turtles doesn't work again.
The turtle on the side of the kilt is here.
but the other one on the right on the cliff doesn't and when i jump through the airflow nothing happens either. the same for all 4 characters :(

Pretty sure you have to kill the dragon as second. Turtle, dragon, airflow.
Idk what that riddle is even supposed to mean (feels like they just copypasted another riddle instead of the actual riddle for this one) but that is what unlocked the seal for me.

try not map traveling between kills. and remember to activate the clue. I've never seen the flying one but the one that was down on the ledge I didn't see at first but after reactivating the clue and riding over to it, I saw it, killed it, and the tower unlocked.

This just happened to me on my second playthrough. After falling off a cliff earlier on from not paying attention, when I went back again the turtle appeared. Try resting at the grace a few times.

I rested and spoke to the quest gargoyles again, and the flying kite one spawned but the cliff one was already dead due to reasons.

Funny, having read this thread to find myself completely missing this tower chest.
Went back and found the tower, found the 1st turtle near the tower, not knowing what to do with it, jumped off and fell with it to death.
Found the second and killed it with arrow. Not even killed the one supposed to be in the air. The seal opened for me.

But the second turtle did not spawn for me at first, until I examine the riddle again.

This never worked for me on my initial playthrough. I accidentally slipped off the cliff while I was shooting the turtle on cliff side. It died at the same time as I did. When I respawned at the grace of site, the turtle on the cliff side was gone and two other never spawned. I returned to this location several times, even after I beat the game and was just tying any loose end and it still did not work. I'll see if it works when I get there on my NG+, if ever.
