Is there a bug report/tech support thing so you can let the devs know?
90-120 seconds minimum from initial launch to Press Any Button screen every time on a Samsung 980 Pro. Completely flawless* experience everywhere else @ 4k max settings; no crashes, 5-10 second load times between travel points once in game.
tried verifying integrity, reinstalling altogether, updated drivers/firmware, etc., but no dice.

are you using a controller? it seems like my computer is having the most trouble with joy.cpl which is the old Windows Game Controllers program.
Going down the joy.cpl rabbit hole, I've found a couple threads about other device drivers/services like Thrustmaster causing this type of issue. I've disabled the Thrustmaster FAST service I have installed, but still experiencing same problem.
disconnected it and both joy.cpl and Elden Ring launch immediately without any problems. reconnected it and the problem starts again
also if you want to try bypassing the EAC, go to your game directory and make backups of eldenring.exe and start_protected_game.exe. Then rename the copy of eldenring.exe to start_protected_game.exe and it will skip EAC when you launch.
