Why does every phantom have cool armor?
I always see phantoms running by with sick-ass boss armor and like spoiler weapons and stuff and I just have the same metal knight armor I bought from the twin-husks, I haven't found anything except the foot soldier armor which sucks. I'm like 25+ hours in on my main guy, is there some random npc in the corner behind a rock I missed that nobody mentions?

to find armor you have to explore. some armor set can be found in location, for others you have to beat certain bosses or you have to farm enemies to get the armor. you can buy boss armor later in the HUB.

Because a lot of phantoms are twinking to abuse invaders or summoned by their living onahole to assist so they can do the forementioned and carry their friend

Some of the armor pieces are dropped by regular enemies. If you see a humanoid enemy, most likely his gear can be farmed. You can increase the drop rate by raising Discovery stat - invest in Arcane, eat Silver-Pickled Fowl Foot, wear Silver Tear Mask and Silver Scarab talisman (which, unfortunately, is abtained near the lategame)

This. You are seeing twinks , if you invade in the starting areas you won't meet a single soul with early armor and weapons.

I'm very thorough, I find all their stupid hidden greases and pickled meats and empty corners. That'd probably be it with all the boss armor, I have variations of all the guards same stupid silly chess outfits but no cool giant hats.

you can use the wiki to see what armors are ingame. also the wiki shows the location of it

You can buy most bosses armors from Enia, after beating them. 99% of humanoid enemies drop their armor after a little farming. Otherwise, MOST interesting sets are found in fixed locations in very specific locations as loot. I suggest referencing the wiki, which is currently a little hit-and-miss, but what info is on there, is generally accurate.

As we mentioned above, twinks.
Don't worry though, you should be able to start getting the fun armors once you are done with the next area.

I'll just wait for whatever, nothing is special anymore if you meta

Game is huge. Will take you a while to find the good stuff, even if there's many of that to be found. Personally I'd say most armor is very ugly, tho.

Best looking stuff tends to be quest, chest or from specific mobs.

You'll just have to be patient then, and thorough, which it sounds like you are, so probably by the time you near the final boss I'm sure you'll have a very nice supply of varied armor.
