Near Seaside Ruins there is a NPC under an old arch, what does he do?

It looks like he's using a old metal basket for a hat and he says something about hunting dragons if you want as fools will be fools, but other than that he does nothing else. If I kill a dragon does he do something different?

He will assist you during an invasion not far from the dragon. That's about it.

Does he look like a samurai, kinda?

He warns you of a dragon living near the lake and I think he tells you he hunts somebody himself.
If you explore the lake area more, you'll be NPC invaded. He will help you, talk some more and that'll advance his quest.
