Cannot get the Festival in Redmane Castle to start
I have fixed the Great lift.
Used the portal.
Blaidd is already in the courtyard (even though I am sure I didn't get to his quest).
Renna is not appearing in the rise (even though I have beaten the boss prior to going to her)
I have literally run out of options to get this festival going.

have you met Alexander? I dind even know it needed to be specifically triggered.
I best go make sure
You need to start Ranni's Questline and explore a bit of Siofra Well.

The steps would be:
1- Initiate Ranni's Questline in Ranni's Rise, west of Caria Manor.
2- Agree to serve Ranni, then talk to the NPCs in Ranni's Rise.
3- Find Blaidd in Siofra Well and talk to him a couple times. He'll tell you to visit Seluvis for the answer
4- Go to Seluvis's Rise, just a bit southeast of Ranni's Rise, talk to Seluvis, mention Nokron, the Eternal City.
5- Seluvis will tell you about Nokron, then tell you to meet Sellen and deliver his letter of introduction. Sellen is inside of Waypoint Ruins.
6- Sellen will tell you about how General Radahn controls the stars, and how he has to be defeated to get the stars to align again.
7- Go back to Blaidd and talk to him. He will mention the Great Festival.
8- Go back to Redmane Castle, and Blaidd(and maybe Alexander) and some other NPCs will be at the location.
9- Talk to Jerren atop the balcony in the arena to initiate access to the Great Festival
10- Suffer against Radahn.

If you don't have Alexander, you'll have to find him just west of the bridge, on a plateau in the middle of Limgrave. Smack him out of the dirt, talk to him, and he will mention the Great Festival at Redmane Castle. You will then find him in Gael tunnel's entrance in Limgrave, unable to find a way through. Find the entrance to Gael tunnel in Caelid, make your way through the mine, and open the door, and Alexander will be at the arena.

If they're all in the courtyard then you should only have to walk up the stairs and talk to the NPC yelling about it. You'll get a little cutscene then you're good to go.

I didnt start Rannis quest until after the festival, it is not nessisary.
in the festival courtyard, is there an NPC talking about the festival? if so all you need to do is talk to him.

dude just keep exploring, you will find a portal that takes you to the boss fight. There is nothing left to trigger. You dont need alexander to be there.
There is a portal other than the going through the wall of fog on the courtyard you mean?
explore past where you spoke to the announcer. just keep looking around. Im assuming you exhausted the announcers dialog.
Ah, then that is the problem. Ranni is not at the top of the tower. (Yes, I did talk to her the first time).

Incorrect , I managed to trigger the redmane castle event without progressing the questline past the initial meeting with Ranni , it seems you just need to meet all the required NPC's at least once and then it is able to be triggered
After talking to the NPC and watching the cutscene, the church behind him will open. That's where you need to go.

This is it. It's not the wall of fog, its the lift down to the bottom that takes you to the portal. THANK YOU!
