Stop blaming the game. Learn how to get better. Skills, game knowledge and patience matter more than levels.
Go watch Vaatividya's beginner guide on youtube if you want to give this game a real try.
I'm not even talking about lightning fast reflexes. Being 30+, and having ADHD, my reflexes and concentration are comparable to that of a potato, yet still here I am, able to defeat Godrick solo without any spirit summons (because I forgot to preserve FP in the fight). This is not a kind of game that you can play like Skyrim and whack everything mindlessly and still win, but doesn't need you to play it like DMC on the highest difficulty and be a fidgetty boi with twitch reflexes to prevail. You need patience. I cannot stress it enough.
Leveling in this kind of game doesn't just mean leveling your actual stats. Leveling also means that your overall real life skill playing the game levels up. You play smarter and better overall.
TL;DR: The game is meant to be played slow. Levels can only take you so far. Patience is the #1 factor to succeeding.
The leveling is indeed a lot slower and scaled down compared to the other Souls games. I assume to make up for the size of the game. I'm seeing it myself.

Besides the very starting area, game is still full of enemies two-shotting me.
For comparison's sake, in the other Dark Souls games with 22 vigor you well above 1000 HP, here you're barely scratching 700.
Edit: Addendum: This game is also full of prankish game design, more than the others.
In the Sofia River Depths, there are tons of archers with magic bows. A single fully charged hit of them almost deals all the life you have with 22 vigor in a hit.
They're semi-undodgable with that high flying speed, too. Taking cover is the only thing that works.
One or two of these would be fine, but there's too many so you're goaded into using the spirit summons.
For a Souls game, this sure likes to coerce you into a certain style of playing.
And yes, I get it. It's supposed to be the Anor Londor area of the game, git gut, etc.etc.
Just saying, this game takes what the other Souls games had and cranks it up to 11.
Some of that is good, some of that not.
Still a good game, but in parts they overdid it with the ambushes and such.
That being said, skills never worked the way you described them and quite frankly, i doubt you've even played Dark Souls 3 based on the way you speak of skills.
STR and DEX have always modified damage values of the weapons based on their scaling, which clearly you don't understand. I'm running 30 STR and doing slightly more damage with my heavy Highlander Axe than i did with the basic one because i have a STR specced character, just like in the older titles. The only difference is, the numbers are deflated.
VIG always gave you more HP and END always gave you more Equip Load/Stamina.
The weapons never got " lighter to swing" whatever the ♥♥♥♥ that means, you'd just do more damage. And since Elden Ring so far has been pretty damn easy all things considered you're making a ruckus out of nothing. And if you did beat DS3 on NG+8 how are you struggling with these enemies? Lmao, DS3 was about twice as hard as Elden Ring is and if you did NG+8 legit you would've gotten two shot by nearly any enemy.

I'll just sit over here with my 'broke' version of Elden Ring where yours 'works just fine.' That's so crazy wow.
