Also, to be clear, I've bought about 20 games from them over the years, and I've personally never had any problems getting my keys or games. I have had problems getting my bank to pay them.

That's more of a securing one's identity argument than a consumer protection argument as one's bank in the US holds more legal protections than it would for most people here in respects to PayPal. That said, it really depends on what you're saying there and I'm still waking up. It's easier for me to deny a payment for a defective product, failure to deliver a service or product, false advertising, etc... through my bank than with PayPal, which is the main reason my bank is preferred. I don't think multinational banks would do this, but my local bank affords me the added option of using their lawyers at no cost to me.
Basically saying I'd spent about 5 minutes total including singing the affidavit mailed to me in the past doing this. That it'd take longer to do as such with PayPal and that I'd me more susceptible to PayPal's whims wherein I'm not subject to my bank's whims at all.
You likely do have a very strong point as far as identity if that was your point, as my bank doesn't really protect me much on that end, though they are more secure with my actual vitals. I don't know if PayPal even has my vitals being the crux here. If they don't, well, then they very much by default would be the more secure option there.
Think if we weren't on Steam, I'd wish to actually have an argument about this as there's a good deal of unknown unknowns, and unknowns knowns at play I bet. Maybe not for you, but likely for me. Haven't given this serious thought since 2012, and I last looked into it in 2016. It's possible the laws, policies and regulations might've changed enough to favor PayPal to be more clear. though I doubt it at first thought.
