You can't even buy it after getting DS3 through EA Play.

it's possible to buy in my store, not gonna buy it though

still pretty dumb move ea, it's an OLD game in the first place
a game you've abandoned too, geez
even battlefield/battlefront had ALL DLC included, at least it's not called standart edition (i think, i dont play MP)

Late reply, but you can't buy any DLC on Steam without owning the base game first.
