It depends.
If you mean the Sonic of the original games, sure.
If you mean the mute uncool fat ball of lard that imposed himself on the unsuspecting public in Generations and Forces then no, he's the absolute worst.
The ugly teal mutant in Mania isn't so hot either, but thankfully replaceable by mods.
In the older games, Sonic used to express himself very well with minimal dialogue during gameplay, especially when idle. Not just in the 2D games, but even in 3D with the Adventure games where he would tap his foot impatiently showcasing what kind of character he is perfectly without needing to explain it to you, and in the case of Adventure, occasionally making short remarks on the level you're in. All these games perfectly understood "show, don't tell" when it comes to character and world building.
Whereas in the more recent titles, neither form of Sonic have any personality whatsoever. Both also lack idle animations like we used to see in older titles. You're not really playing as Sonic, but rather just an empty vessel that looks like him.
But I don't think that's the point, in fact, a lot of characters are pretty bland. To me what makes a character shine is when you throw them in the deep end of a bad situation to test their true character and strength, and so the best times for Sonic shine through when a good character is thrown through a tough time. Metal Virus Arc in comics is a good example.
