Custom Party Members?

Is there a way to hire custom characters like Alvora Tactics? Or are the people in pubs the options we have?

My friend who is playing it right now says you get to make one hero at beginning, then you can recruit other heroes at the various towns. So, getting the party of 5 you desire might take some time / effort, but quite doable all the same.

Press C then right under the character image in the top right, there's a edit bouton below it.

If you're looking for a certain race for your hired sailors, you may have to sail to a different area in the map. Every port has a different distribution of races for sailors. For example, Luss has mostly Fareem, and you'll find a lot of Scurio in towns near Jasce. Unfortunately, some races are harder to find than others.
