Try this. It's probably problem with Games for Live package.

a) Download the package http://go.microsoft.com/fwlink/?LinkId=128962

b) Right click the package and choose 'Run as Administrator'

I’ve tried reinstalling the Microsoft c++ 2005 ♥♥♥♥ a bunch but I seriously just cannot figure out why it’s doing this

You must make double sure if games for windows live is already installed: C:\Program Files (x86)\Microsoft Games for Windows - LIVE\Client
If nothing's there then double click what you have
