I'll c&p all the fixes I've come across over the years, full reset might work but be carefull not to delete steamapps directory.

Force Steam Update:
DELETE> C:\Program Files (x86
)\Steam\ClientRegistry.blob

Full Reset:
Navigate to C:\Program Files (x86)\Steam\ and delete everything in that directory EXCEPT the following:
steam.exe
steamapps directory
Restart Steam to test the issue.

To maybe solve the issue, please open your Windows Explorer/My Computer and switch to the following directory of 'Grand Theft Auto IV' e.g. C:/Progra...steamapps/common/grand theft auto iv/installers

Go to your control panel, programs, check for Microsoft C++ 2005.
Uninstall that.
Then go to your game folder
(steam, steamapps, common...) - go to 'installers' and install C++ 2005 from there by running the vrcredist_x86.exe. Reboot. Run steam as admin. Play.
