Your GPU has only 64MB of dedicated RAM, which is below the requirements for the game, even though it is supposed to use shared RAM to boost the video graphics card specs. If the driver is not good enough, the game will not see more than that, which may be what is happening to you. A new driver may (or may not) be able to address that issue.

Other games work fine with it such as CS:GO on the maximum details and the same goes for CS:S but now with GTA IV. Also, there are some .dll files that change the graphics for GTA IV that makes GTA IV work on any computer. I couldn't find any so if you know something about it I kindly ask you to tell me.
