There is supposedly a limit in GFWL though which is 15 activations though having said that I'm fairly sure I've installed more than 15 times.
If you ever did get the message in GFWL about too many activations you can still play the single player by creating an offline profile which doesn't need an activation key, however this cuts out multiplayer.
I remember when GFWL first came out on vista in the game section on the start menu it had a deactivation button for games. Had a look there and it's gone.
Also if you have any other GFWL games for the time GTA4 launched their keys will work if you're really stuck. Red Faction and Batman i think.
If I remember right that de-activation link just deactivated the SecuROM activation as the game at the time did have an activation limit in SecuROM which was later removed (Episodes From Liberty City was still listed as having the 15 activation limit long after that, though I don't see that mentioned any more on the Steam store page).
As far as I know the GFWL limit is set in stone and has no revoke option. Those who hit the limit had to contact Microsoft and obtain a new key - though they would only replace the key once, effectively making it a 30 activation limit.
What I'm not sure of is what counts as a different activation as far as GFWL is concerned, as I said I've installed more than 15 times across 3 or 4 PCs since 2010 when I bought GTA IV.
And yeah I was aware of the keys activating any non-SSA game. Never needed to use a different key yet though fortunately. I have a few spares from other games.
