UPDATE 1:
I found out that WIndows 11 pro was updated to 24H2 version and video driver was updated too, so after this I have the problem with textures:
UPDATE 2:
I made a rollback, Windows was downgraded to 23H2 version and to old video software, now game is working properly without texture bug.
So, root cause - uncompatible new Windows update with GTA 4.
Solution - downgrade Windows to 23H2 version.
This works!!!!!
Windows update was the issue for me, no need to mofify any files or additional action, only rollback to previos Windows 11 version.
how do you rollback to previous version?
For the record, I don't use Windows, but I've noticed that even on Windows, DXVK generally helps a lot in gaining consistent performance and sometimes better stability in this and other games.
