Yes you can use 8192.0, but more than 3G is not even potentially used by the game anyway and PCGamingWiki says that more than 3072.0 may be an issue in and of itself.
That's however not going to be enough yet to give you a good experience on a 4060, i.e., absurdly fast hardware in 2008 GTA4 terms.
First of all make sure to have/keep the Steam overlay enabled while playing this game; disabling it can in some circumstances cause bad frame-drops.

See https://github.com/GTAmodding/GTAIV-Issues-List/issues/112 for an in-progress list of FPS-issues solved and unsolved by FF (which also fixes other issues). Use the frame-limiter it introduces into the game's graphics options best at 30 FPS to solve all; 60 FPS certainly.
I expect that you won't need to go all the way down to DXVK on a 4060 -- but if you're after the above still not playing well, see for also that step
