That is, you'd additionally set "-availablevidmem 3072.0" in the game's command line options: right-click game in the Steam library, Properties -> General -> Launch Options. Some people use/advise "-availablevidmem 3072.0 -nomemrestrict -norestrictions".
DXVK is another frequently advised modification; I've myself not needed it hence not really seen its point, but I believe modern AMD is actually one of those points, so YMMV. When you use/need that as well it seems I may as well immediately refer to this guide, which looks to be good:

That did nothing. The game is still capped at 512mb of GPU memory
I appreciate the feedback, but all of this is just too nerdy for me. You may as well be speaking to me in Japanese.
The thing with the "-availablevidmem 3072.0" command line parameter is going to be the as to your question directly needed one, and I specified how/where: in the Steam library list you right-click the "GTA IV: The Complete Edition" entry, and specify that in Properties -> General -> Launch Options. Not hard.
You'd still find lots of (mostly FPS-related) issues without e.g. FusionFix -- and that's frankly also easy to install: as per the linked page's instructions you just unzip the from github downloaded release in your GTA4 root folder. Getting to said GTA4 root folder you can also do via that same library right-click, then Properties -> Installed Files -> Browse (but as said, the first part above is the most directly important one in the context of the specific question).
right click on gta4 icon - properties - under launch options type in
-availablevidmem 12000 (or whatever megabyte size you have/ want)
and try this
-percentvidmem 100 -nomemrestrict -norestrictions -noprecache -novblank -availablevidmem xxxxx
fusionfix is good to have but if it's to complicated for you no worries you don't really need it. i play without any mods on a 6700xt at 4k with 100fps capped. there are some fps drops in certain areas but that is just how it is, no mod fix that...
