Can someone make a list of mods which fix this game?
The Complete Edition has so many bugs and glitches but some of them can be fixed by downgrading. The key thing to note here is "some" not all. Which mods might be essential to fix this game?

I just want someone to make an entire list which contains useful mods that restore, fix features in this game.

See the guide "ПОЛНАЯ оптимизация, фиксы, улучшения, давнгрейд и прочее" from GillianMC with google translate. The fixes you need will depend on whether you have the game downgraded or not, and on which version. Some fixes have settings, so you need to use the recommended ones. There are some tips in the comments as well.
There are also fixes for example for the map, models, textures that include others, so there may be somewhat the same in one but different in the other.

Personally, I recommend to install:
- RIL.Budgeted by NTAuthority - the only normal taxi traffic fix;
- Better Wardrobes by Zolika1351 - improved wardrobe (4 - you can install, when you can buy all the clothes for yourself; tlad - you can put it right away; tbogt - after managing the club);
- Rancher Collision Model Fix.

Fixes that are a must IMO: ZolikaPatch, ColAccel and Fusion Fix. I also used this: https://gtaforums.com/topic/976691-gta-iv-downgrader/ So far so good, even though I downgraded it to patch 1.0.7.0 which is not the best one when it comes to performance but it's the one needed if you'd like to play multiplayer again. If I'm not mistaken either patch 1.0.4.0 or 1.0.8.0 provide better performance, of course all of them fix almost every annoying issue and glitches.

DXVK is a bit unstable on Windows because it was never designed to be used with it.

I know but there are more issues which Zolika Patch doesn’t fix and same can be said for Fusion Fix. Like graphical issues with textures etc.

Depends on the issues you're encountering.
There's no such mod that fixxes everything on any computer.
I'm playing completely vanilla and didn't experience any issue at all so far.

playing the vanilla steam version right now
no bugs, no issues, nothing that needs "fixing"

And what game "issues" are you refering to?

As mentioned above, unless you're experiencing actual problems there's no point in adding mods just because there are issues on other systems.
Very often the issue is situated on the PC itself and mods that aren't needed might cause issues that didn't exist before.

So check what problems appear on YOUR system, and look for an mod solving it then.

Thanks for sharing this! But what I meant was an entire list of mods that fix the game whilst remaining as close as possible to vanilla.

It as faithful as it can get, while also adding some in-game options for console features that were missing from the PC port, restores old radio songs, and many more. It also improves performance and fixes A LOT of issues.

Keep in mind that if you want to use the DXVK, use version 2.2 or lower. On my PC (GTX 1070), the version 2.3 makes the game stutter incessantly.

I used the guide that Labamba shared (without the youtube video) and have had 0 issues. Using Windows 10, Radio Downgrader to restore music, Fusion Fix and DXVK to restore performance/functionality. Then easy to tweak in-game display/graphics to suit your machine. I have had 0 major performance issues on a laptop.
