That's certainly true for people who want to play multiplayer - I 100% agree!
However, if you only want to play GTA IV's singleplayer and EFLC, version 1.2.0.43 is arguably as good as 1.0.8.0 and downgrading is unnecessary.
Feel free to add me though, maybe we can make it work :)
Maybe doing a clean install of the game first would work. So uninstall the game, and delete the game's directory.
That's a strange problem. I never heard about such extreme frame drops...
Have you completely uninstalled GTA IV and deleted all the remaining files in the installation directory before reinstalling? Maybe you have some leftover files that cause problems.
Feel free to add me, maybe we find a solution. I really want people to have a great time with GTA IV
"Save failed. Please check your storage device and try again."
I get this error after playing the game for the first time and also after reinstalling, plus I'm using no mods.
Would any of your fixes help us save? After reading through the guide I'm guessing no, but I ask just in case.

I don't know if the Fusion Fix will help with that problem - I don't think so.
Is the Rockstar Games Social Club working correctly ingame? Without beeing signed in, you can't save (at least that's what I noticed).
You could also try to disable cloud saving in RGSC.
I remember that I created Inbound and Outbound Rules in the Windows Firewall to block all of GTA IV's communication back in 2018. I created those rules because of some issues with GTA IV on my system. For example, I had a 1-minute black screen every time I started the game.
To be precise, I created rules for both "GTAIV.exe" (still in the main directory) and "gta4Browser.exe" (doesn't exist anymore in the Complete Edition). I did not create a rule for "PlayGTAIV.exe" because this exe didn't exist back then.
I honestly don't know if this is related to your issue in any way but maybe you could try to create both an Inbound and an Outbound Rule for GTAIV.exe.
CryENB maybe, but i don't think that is compatible with the 1.2.0.43 version and only like 1.0.7.0 has the best support for it. Idk of any ENB's that work on 1.2.0.43. so if you want to use an ENB, you're gonna have to downgrade to patch 7, or search online for a ENB compatible with the latest version.
