What is the cause of the Swing Set of Death glitch?

What exactly causes the swings to jerk back and forth (which can punt cars n ♥♥♥♥ miles) at random intervals?

The swingset object is a bit in the ground to keep it flush with the rest of the map. (or else it's like floating grass) but I think the swingset in particular has 2 properties, to be static and to be able to move, dislodge when crashed into.

The game basically tells it to move but not to at the same time, causing conflict, resetting itself to correct a bug but failing every time

I kinda get what you mean. I've dislodged the swingset sometimes only to have it slingshot back, and ♥♥♥♥♥♥♥ obliterate my car and send it halfway across the map. Honestly, I'm happy the glitch wasn't patched since it's fun as hell to do.
