you play the game and get one of 2 bosses per level
you always get the first one untill you beat that one 5 times and then the game will force the second one
from then they go in in rng rotation so you can get either one
so yes, you shoudl fight boat 5 times before serpent shows up
however, you're not the only one to have made mention of this.... so it might be scuffed :p
have you per chance played coop with someone who had unlocked the rng rotation and it showed you serpent in that coop run ? ( somewhere at some point )
coop is coop but it's also technically singleplayer but with synchronised enemies.. so if serpent would spawn in based on the host of the game ( aka your coop partner ) it would also do that for you, independent form your own progress, since everything has to be synched.
if this were to have happened form that point onwards it probably wouldn't go by your singleplayer rules anymroe and assume you have the rng rotation open bc you had it open during coop
or you know it's just not functional as it should :p
glutony was a boss for a different gamemode that never really took off
pole monarch was the one final boss for a long time having no alternate to it
in order to not let glutony go unused they drag dropped it into the normal gamemode as an alternate for pole monarch but way later on.
( this more then likely may have messed up the achievement as some byproduct )
( both were unique achieves that could only trigger in their independent gamemode, but by moving the enemy it now falls under most likely the same category trigger as pole monarch... " fully completing a run for the first time".... it doesn't as much care for the actual enemy defeated as a run completion by default means you did )
