Paranormality is useless on Ao Bai.

As it stands right now, Paranormality is a straight debuff in any circumstance for Ao Bai. You will never get enough shield upgrades to make it viable.
My sugestion is to change it, that it takes your health and shield combined and turns both values into shield, minus the 1 HP. Similar to how flesh and bones turns all into health.
This would make it a possible pick for the dog, without changing anything for the other 2 characters.
One might argue, that Ao Bai has a bit more combined HP, but i think this is offset by his longer delay, before the shield starts recharging

I have gotten paranormality to work with dog on nightmare since there are a lot of shield related legendary scrolls. However on its own it is trickier to use, but you still have more shield which regenerates unlike health.
As it is now it seems like there are scrolls that are heavily favored by some characters while others are completely unusable. I believe it is by design that dog should not favor paranormality seeing as he is the only hero without a shield/armor related ascension.

What you describe was how Paranormality and Flesh and Bones used to work. The developers intentionally changed them to work the way they do now, so Paranormality is great for cat and bird, while Flesh and Bones is great for dog. Not every scroll is optimal for every character, or for every build.

Both the Cat and the Bird can use flesh and bones just fine, but the doggo can't use paranormality.
Even the dog has just 1 accension path, that helps with flesh and bones which is the increased HP during dualwield. It ups the passive health regen by a bit. But other than that, he has no accension, that really synergyses with flesh and bones.
Unlike the other 2, which have crazy synergy with paranormality.

Dog has close call and survival instinct which pair well with flesh and bones.
Cat has Elemental shield and advanced shield that go with paranormality, but no ascensions for health.
Bird has Armor enhancement, Regen Hit and defense cleave go great with paranormality, but again no health ascensions.
The heroes are not meant to play the same because they have different play styles.

I'm fine with it, honestly. Not every item is supposed to work with every character. If you get it in Multiplayer, you can share it with someone else. If you get it in Solo, 1 lost scroll isn't as huge and I've never seen it reappear if you don't pick it up.

I just feel like you miss out on many fun scroll combinations with paranormality,
when playing Ao Bai.
Like, with silver and/or gold medal. Or abundant vitality. I'm sure there are more, but one the doggo, you will never expirience them, since you effectively cripple yourself by picking up paranormality.
Also, flesh and bones and an early verteran scroll can give you insane survivalbility, but with paranormality, veteran is invalidated.
Sure, some scrolls works better on some characters, but i feel like all scrolls should give some utiliy to all chars, not just 1 or 2.
Some scrolls might need other scrolls to be usefull, but you can make it work.
Like flesh and bones on the bird. By itself, it is worse for him, because his armor gain on hit does not work with green health. But as soon as you get fire enthusiast, you have a strong selfheal, that does not work on armor.
But nothing can make paranormality viable on Ao Bai.

Not all scrolls are great on all characters, that's a part of the roguelite. If you realize a scroll is bad for your character or build, then don't use it.
With how ao bai works you generally don't want to cower somewhere to wait for your shields to recharge anyways
