just a tip for anyone curious in this thread
Nope, the enemy buildings are all in a well-defended base; a base who's defenses you still have to take down; no point in walking engineers up there. The mission also does not ask you to capture anything, just destroy the base (in particular refinery). Since you can't build vehicles yet, a couple of Humvees, or an APC would be a lot more useful. You get three completely pointless engineers, that will just stand there doing nothing for the next ten minutes to a quarter of an hour, possible to the end of the misison if you decide not use them and just destroy.
That's only in RA, I don't remember if it's the same in RA2, but in TD and the other Tiberium games engineers capture at state of health of the building.
Do not forget that engineers capture transport helicopters too. This is incredibly important for some missions.

You think you're just going to walk some engineers in there right at the beginning of the mission without soldiers to support them and you will succeed at capturing anything?
