No mate, be as silly as you want. Some of the most enjoyment I've gotten out of Death Stranding is laughing at nonsense, so go right ahead. Just hopefully don't let something like that stop you from playing, because this game is a really nice ride to let it be ruined by some silly artistic license.

It takes a special kind of edgelord to nitpick specifically about hoods when there are so many other (and often times worse) "realism" inconsistencies in Death Stranding, many that have been pointed out by others in this thread, and others you won't even get far enough in the game to complain about.
This is a science fiction video game that emulates planetary exploration, except you do it on a ruined Earth. The Kojima Productions logo is even an astronaut (with a full helmet), which means Sam's lack of a helmet was a deliberate design choice. Whether it was to showcase Norman Reedus' likeness, or because he's a delivery man and it wouldn't make sense with the character design, it doesn't really matter. Suspension of disbelief has always been a basic requirement for consuming entertainment no matter what it might be.
Perhaps Kingdom Hearts is a game more suited for you, considering your fascination with hooded characters.
Long answer- timefall resistant materials are used to make textiles/clothing as well as building materials. Clearly its many years since the Stranding (again, proof is shown in the early game) so we can make a basic presumption that the research done between the Stranding and the events of the start of the game have led to timefall resistant polymers being widely adopted by clothing manufacturers. Even the beginning of the game when you first meet the corpse disposal crew who are out in the "rain" are wearing materials that exhibit some kind of timefall resistance. Again problem solved.

I know. If I wouldn't understand that the game requires a certain suspension of disbelief, I think I'd have a bigger problem with babies in a jar, rather than some dude with a hoodie. ;)
How about a more high-tech version of a hood?
Having a regal hood in a world like the one that the game takes place in, is like having luke skywalker use a normal sword instead of a lightsabre in star wars and pretend it would be just as effective as a lightsabre.

I am NOT complaining that he is violating the rules of OUR world, but that he is violating the rules of HIS OWN world. The jar babies and stuff like that comply with the rules set by world it all takes place in (altough be it at the last 30 minutes^^).
