Port Knot City stuck at 10/11 missions (Legend, Chapter 15)

I finished the game and I'm in chapter 15 now. In the first region I did ALL missions (including Half Life missions) and received the "L" everywhere. All other locations are at 6/6, 12/12... except for Port Knot City, here I'm stuck at 10/11 and there's no new mission at the terminal. Yes, I found the musician and did all his missions, too. I rested in the private room, read all mails, collected all data chips in the region, every location has 5 stars, still no mission.

What did I miss here? Something from the central region (first prepper is the only one with less than 5 stars)?

For anyone in the future, there is a mission in the Central middle region of map that goes from the Timefall Farm to Lake Knot City. After completing that order the 11th/11 will show up.

{Last preper is doable to 5star, after the last delivery it will go from 0/5 to 5/5 stars}
