On the first mission after giving people free joints, I have stood in my shop behind my counter for half an hour and not one person has showed up. Anyone have this issue or a fix?

you need to get your shop more popular.

run the street up and down grab some money and joint from the ground.
go in front of your shop and look for extremly skinny ppl with a lot of red in here faces.
give them your found joints and when they ask for more press X and lead them to your shop.

repeat this a bit and after a while. you will see more and more of this ppl will join your shop by themself. step by step.
later with the role table you can "craft" better joints to lead a bit higher class ppl in your shop. but for the best of the best (healthy looking persons) you also need to improve your shop.

This totally worked for me. Now I can barely keep up :)
