Need 60% Quality White Widow for Mission, Can't Get Above 59%?

I'm not sure what I'm missing here. I plant the white widow, add the quality grow, and the plants end up at 59% quality, not 60%.

Am I doing something wrong? Do I need to be at a higher level for some reason? (I'm 6, maybe 7 right now).

Any help appreciated!

things to increase quality
buy the best setup possible.
buy the highest possible setup equipment. setup equipment reduce chance of getting molted, increase quality, reduce growth time and keep the water longer up so you dont need to water often. (the higher your level the better the setup equipment you can buy)
buy quality booster. you can combine different quality booster to increase the effect.
put your booster(s) in the pot that the timer is long enough for the full growth time.
