Research a project that give claims. In this case probably "The Caliphate." Which is a project under the global research Unity Movements or something similar.

okay a question, is there a cooldown before the federation is available?
I have research "The Caliphate" and I control all countries from Egypt through the Arabian peninsula, Israel, Syria to Pakistan. When I open SaudiArabia with Jedda (which is the supposed capital) and hover over all allies (been allied for years) I still fail on the claim. I checked the desciption for the Caliphate and it listed lots of claims that should be available now.
Any tips?
Later you get some more possible Federations with Research (like the Arabian, Africa, South and Middle-America, Asia).
And the Comrade have right for the EU you need France (which is very expensive in Command Points from the Beginning). I testet it out.

I am in summer 2030 and I finished the project "The Califate" and I basically control the osman empire all the way to Pakistan. and all countries have been allies with each other for (game)years.
So I should be able to create the federation "The Caliphate" but how?
I don´t know the English and German Word atm. Look for that Option in the Panel of you Agents, you will find it easyly.
I did not find that information anywhere in the game. It makes kind of sense though.
