I think he didn't have a plan. He just went with it and hence why he listened to micah, the most dumbass of the bunch next to bill with his advice.

Dutch, like all criminals, are just selfish children demanding they get their own way and if they don't they throw a tantrum by throwing themself at whatever, and then beat there fist and stomp their feet. Or if allowed a weapon, well.. If they are too scared to throw a tantrum, like when Dutch saw Arthur wasn't going to let Dutch get his own way, then Dutch, like a child, gave Arthur the childish silent treatment. Dutch was even more childish, in the end at the cave, when the law was about to attack and again Dutch saw Arthur wasn't going to let get his own way, Dutch did that, "I'm gunna run away from home." and left the gang to shoot it out with the law. They justify their behavior by saying they were brave when they shoot someone but they were just selfish children going the extreme to get their own way. Prison is just a bunch of rooms we send these childish criminals so they can think and figure out what they did wrong. Just like how we send our children to their bedrooms, when they misbehave, so they can think over and figure out what they did wrong. Did Dutch have a plan? Yeah, to throw a tantrum, or do the silent treatment, or run away from home. And, like a child, he did all three!

If he was capable of planning he would have planned to use the big amount of money they had in Blackwater to pay off their bounties at the nearest post office. Or planned to use the money they were saving up to pay off their bounties rather than flee to Tahiti. It's a flaw in this game in my opinion that Arthur can't just pay off his Blackwater bounty if he saves up enough. The best way to get the Pinkerton Detective Agency off their backs would be to pay off their bounties. But Dutch never figured that out.
