Could very well be the Slippery Bastard card or whathaveyou. Next time something like that happens, watch your radar or whatever to see if people's little blip change to the Deadeye icon.
Personally I use it often, and love when people ACTUALLY miss when I'm using it without really moving much. XD
I can rarely dead eye because my dead eye is always drained it seems and paint it black is harder still. Squeezing that left trigger just puts the aim right there and so that is what I use the majority of the time, but this time, for whatever reason, it would not auto aim at all.
I wish it used that animation of like, looking at a treasure map or something so people could understand you're in a menu when you're looking at it. D:

It's weird to explain, but your cores entirely flush out when you log off. So when you log back in, your deadeye is typically going to be entirely drained every time; to my knowledge this also happens whenever you switch freeroam session. It's relative to the type of tent you have in your camp, or somethin' like that.
I use a mouse and keyboard, so I hardly even know how regular autoaim works! But to my knowledge, Slippery Bastard pretty much negates all forms of autotargetting. I stopped using PiB because I'm just a really bad shot usually, and with `everyone` using it, gunfights just turn into me getting out-gunned. :O I'm -strongly- under the assumption that duder-man who you couldn't hit was just using it.
Hmm, ok. So now my ears perk up a bit. You saying I can get rid of paint it black, which I caint use anyhow cuz my fingers just won't do all the acrobatics, and swap it out for another one called slippery bastard. I have not seen this yet. How do I get it?
If your aim is already relatively bad, though, just understand that it isn't the ultimate life saver for little more than funny tricks, or as a sort of cover if you're making a tactical retreat or charging in to stab the enemy or something since it drains hella-fast. Since I started using it, I've noticed I like, hardly use Dead Eye at this point because of that. XD (It's good to not over-rely on something.)
Ah, scopes are also a hard counter; it just flat out doesn't work against them. :|
But yeah, It's pretty great in PvE, I'd say. Unlike players, a lot of the NPCs don't just try to hard-scope you. So you can use it to cover yourself for stuff like getting away from them easily.
And with PvP, it's great if it sort of suits your playstyle. Like, you can still just as easily get shot in the face if you over rely on it. But using it in tandem with cover and dashing toward the enemy to tie them up or melee them or something; I honestly can't think of anything better at close range (without {ab}using tonics)! :D
If most people you encounter are using PiB, and you still somehow find yourself losing while you're using basically the same exact thing, it's on the individual to find the right card that works for how they play. Gotta mix up those tactics! :D
It probably is, so far as ease-of-use is concerned. You can probably kill 'em super quick all a'so.
