your fps is great!
In most games I can either match or get close to my monitors refresh rate but not in Red Dead 2. Now I really don't want to go down to medium or low settings since it makes the game look like Red Dead 1 on Xbox 360 but I would like to be able to play at a higher frame rate for online

I have 2080 ti, 6850k and 16 gb ddr 3 with ssd: in 4k is above the 60 fps. Not all maxed also. Is pretty normal for this game :) probably only with 3080 ti or 3090 can maxed all on 4k... maybe!
Not with those settings they ain't.
This. Also add to that water quality and reflections, grass shadows and tree tessellation turned down. Easy 30+ FPS added with OP's setup right there.

He uses an Intel CPU which might make a difference but he said that this game is a GPU bound.
