if you truly what the rdo experience, find/get some friends and have fun in a private session, but warning tho, there isn't a whole ton to do
The only way to avoid cheaters is to stop playing in public sessions. You need to stick to private/solo games.
There’s no officially supported way to spin-up a private game (thanks Rockstar).

Your best bet is the private lobby trick mentioned already.
If you're just looking for the achievements, try the Collector role. There's not much hackers can do to really interfere with that, since it's just riding around picking stuff up and occasionally returning to sell complete sets at Madam Nazar's. It's easy XP, good cash, and probably the quickest way to level 50 and earning the money needed to buy the horses, stalls, camp upgrades, and other items required for many of the achievements.

Give yourself a password and in the future make sure your mates have the same file and password and you're good to go hacker free.
It's a shame it's come to this, GTA V Invite only worked perfectly from what I can tell.
Visit the different post offices.
They have simple tasks like delivering the mail or riding shotgun on a wagon.
Also press "L" and check your daily challenges that can be performed for small but increasing rewards.

It's an interactive map showing the location of all the guaranteed collectable items that spawn each day. It'll save you a load of cash compared to buying maps and save you a lot of time compared to randomly searching for stuff. Though after enough time, you'll learn some of the more common spawn locations.
You can also find lots of collectables when looting bodies - usually tarot cards and antique alcohols, but I sometimes found arrowheads or coins.
You will need to invest in a few upgrades along the way (shovel and metal detector), but those pay for themselves pretty quickly as they let you complete the more valuable collectable sets.
