I look down at you because you talking about fun, but you need more rewards to have fun right? You playing 30% of that game and you wanna 100% rewards, You play 30% you will get 30% whats how life works.
That mode is tutorial, its for playing with GF solo without risking, just about having good time, not about rewards so stop complain, you should do TT, roleplay, fishing or just vibing in that mode, you have it and you still need more rewards, i guess thats your "fun".
So stop saying its about fun when you talking about rewards.

Safer Seas negatives:
only 70% rep/gold earned, and no emissary flag/quests (which can increase payout by 25-150%). No captain ships, no guilds, no Athena's Fortune faction/rep, no Reaper's Bones faction/rep, No Guardians of Fortune or Servants of Flame (PvP Queuing), Reputation cap at lvl 40 (versus like lvl 500), No letter's of recommendation, a bunch of seasonal trials are not available, NO emissary flags promotions or companuy items after rep lvl 40, various treasures are not available, can't play Pirate Legend, limited world events (no Fort of fortune, Chest of fortune, Reaper's chest/bounties), Basically huge limitation on Commendations/achievements as a result.
My recommendation is:
1 - "Safer Seas" if you want chill experience and hone some skills, or just do story stuff
2 - "High Seas" for normal play without training wheels on. Not because of PvP, but because you will get ALL the features unlocked. Can't even think of playing end-game without doing "high seas"
3 - "High Seas with emissary quests". HIgher ambition, more access to bonuses, but also more attention and threat from PvP, as an emissary flag makes you visible to PvPer focused folks. You become a high value target. Without Emissary Flag, you have an easier time avoiding PvP (but many still will target you. Especially trolls that shoot everything and want to see the world burn).
I personally am not a huge fan of PvP, it often get's toxic, but it's manageable. PvPers will tell you "Get good, this is pirate game". In my opinion, this is not true. With real pirates, reputation was a thing. You don't just steal from other pirates, or they'd team up and kill you. With server hopping and anonymity, there is often no negotiation or sense to PvP. Many good PvPers out there, but often times PvP at it's worst is trolls getting a kick out of ruining your day. They wait until you stop at an island and are distracted and will sink you quickly or torture you (won't sink you, but won't let you go. Kind of grief you). That's the bad part of PvP.
Some solo tips: Always keep an eye on your map for reaper flags. Always keep an eye on the horizon, and understand risk vs reward. Don't horde loot too long, or you can lose it. An approaching ship isn't always aggressive, but always be defensive. If they decide to be aggressive, it doesn't take long for avenues of escape to go away. When stopping anywhere, it is best to have your sails up, and your anchor up. So all you have to do is drop sails which takes like a couple seconds. If you are going to "Safer Seas" as training, engage in megaladons and skull ships (NPC enemies) to get the hang of combat/repairing while sailing. You will have to be a jack of all trades regardless as a solo. Still tons of combat, even on safer seas.
