You add funds to your Steam wallet.
You then go in-game on the Steam version, and attempt to buy Apex Coins.
A new Steam Overlay popup will occur asking you to purchase it.
Select the Steam Wallet payment method.

Use EA app instead (download the game again from here) and you will be able to buy apex coin (but you cannot use steam fund)
