First, do some important troubleshot steps please.
Deactivate Windows game bar.
Windows button + i /gaming and deactivate game bar, recording and stuff.
Open your search bar of Windows and write, cmd and open it pls with rights of admin. Now writen sfc /scannow.
It's the repair tool of Windows for corrupt data.
Did you reinstall the game clean already?
How about drivers?
-scannow done : i had corrupted files but it changes nothing.
-Game reinstalled and repaired.
-Driver : latest 512.15
You can use Snappy Driver Origin for all other drivers.
It's a free and decent tool unlike all those other payed driver crap programms.
It can look for older and better driver or new ones.
I did read Apex seems to have certain problems currently about Direct x so it might be something you can't fix.
It also could be a problem related to Windows and broken settings of it.
Reinstalling Windows probably can fix it but it's a huge step so it's up to you.
I do it pretty fast because I have a special gaming Windows with nothing much on it.

Much better thanks but that is just about the error message they didn't name fps issues there, if I'm not wrong.
I would assume you have V-Sync on if you are experiencing so much input latency, as G-Sync does a better job in that regard.
