Can someone explain my ping to me?

I'm living 1474 km away from Tokio, the server host. My ping this season reached 400ms and it's litterally unplayable. I keep dying on and on. I tried gear UP Booster and ExitLag and it worked just fine! Not like 30-50ms get removed but practically 370ms. How does this work?! My network is excellent, I've been checking it anywhere, I tried even changing the DNS servers I was using. I don't have enough money to pay for any service mentioned, so please if you have at least an explanation for the situation give a feedback. I'll appreciate it a lot. See you in a thread!

Changing dns servers does not change your routing settings - this is determined by your isp. If you have alternative internet providers in your area try them - there's most likely 0 chance of you forcing your isp to redo their routing setup.
