Is 3 Strikes bugged? Can't respawn after bleeding out

I remember being able to respawn by bleeding out but each time you did it, you would get an increase in the respawn time.

If you jump off the map for example the game gives your banner to teammates waiting for them to revive you at beacons. Sometimes that happens randomly.
