I have almost the exact same pc and I get 144 fps with a mix of high to low settings. It's most defiantly NOT the optimization. Unfortunately it has to be something to do with your pc.
I have a Ryzen 5 3600, GTX 1660 Super, 16gb ram. Very Similar PC to yours and the game has never run bad for me.
What kind of performance do you get in other games?
Clearly the CPU requirements increased, only those of us who are barely in CPU power noticed it, The Ryzen 5 3600 has a big advantage over 3500. (4000 to 2800 score)
