Report a translation problem
I used to think Steam has an issue deciding where to put the game if you have multiple directories for it, which was the case for me, because I had it on a HDD then moved it to an SSD. I thought, maybe some residual files are messing with Steam confusing it with the old directory. If I remember correctly, I made sure to remove all the directories from Steam and add them back again. If this was the fix, I don't know, but I've not had this happen anymore. This didn't work for my friend though.
