And then ask Steam to verify the integrity again. This will re-download those files for you. It's possible your executables are corrupt, but verifying doesn't think it needs to do anything with the files, nevertheless they won't run.
Try it out, maybe it'll work.

Note: Don't delete those files, just move them into a new folder on your desktop, so that you can backtrack if something else happens.
That's unfortunate. If I happen to come across another idea or a solution from somewhere, I'll try to find this post for ya.
Didn't do much, looking into it, some people say it might be related to EAC? (Easy Anti-Cheat)
You can try to reinstall EAC, there's a folder with it in the Apex Legends directory and within that folder an executable named "EasyAntiCheat_Setup.exe".
You can try, who knows...
But after this I'm truly out of ideas for the time being.
Did you try a full power-cycle?
Sometimes unusual issues require unusual solutions.
Turn of your PC, unplug it, turn it on while it is unplugged to drain it from whatever power is temporarily loaded in it. Then plug it back in, turn it on and try to boot up the game.
I know, it sounds redundant, but it's one way that clears out the internal memory and put your PC into ready state without losing configurations. The little capacitors on the motherboard hold some charges and keep certain components active which store memory and by doing this you literally flush that. Also, when you just simply turn your PC off, there's still a low amount coursing through the system, it's just minimal.
Well, we've exhausted my ideas, back to looking for more then.
I'll come around if I find something.
What you can do is search the Steam Forum, I believe I've seen others with similar problems, maybe they've got a solution on their post.
Edit: Got one more idea, did you try to move the entire game to another drive through Steam?
Lastly, if you really want to play and can't, you can uninstall it on Steam and just install it through Origin, maybe that could work too.
