If you don't jump out of the ship by your own choice you have a higher chance of landing with these bots. I was afk getting water and came back to seeing 2 gibby doing this. Easy kills. I believe they are leveling up account to sell.

YEP! I knew this was going to happen as soon as they announced the level 50 requirement for ranked.
Something similar happened in PUBG when the cosmetics/crates were worth a decent amount.

I have been playing since day one, level 250+? I don't know, over 10k hours(Origin+Steam) and I would say that I am above average. I am not sure if this is related to the server time ( i was playing at 3 am to 6 am) ~ but on the server I play I will occasionally be added to games with preds. Like maybe every 20 games there are preds in my lobby.
It's really really prevalent over the past 3 weeks or so on the server I play. SLC Utah has bots almost every game now. I was able to hunt/spot these Gibby bots 4 out 4 tries.
I haven't tried looking for the group of Gibbys during prime server time, about to check that out now.

EDIT: Apparently I can only find these bots when the server is at low population, this was between 3 am and 6 am that I found them

Okay that explains why the bots have increased 10 fold on my server. I didn't realize there was a level requirement for ranked. I haven't played rank since season 3

AFAIK, there's still no AFK timer in this game, is there? So why do they even have the bots move and dance around when they could just stand there?

I am assuming that if you report someone as inactive, Respawn may actually have some code that can verify if they were moving or not - Then temp ban if they can confirm inactivity.
But that's just a guess.

EDIT: I should also note that I don't know how to report solo dropping bots in pubs, you can't spectate them.

Oh okay. Thanks for the info. I'll try to find them on EU servers too. But I really don't want to play anymore.
BTW If you have 10k hours your account is at least 5000+ on apexlegendsstatus(by the old standard the used. You are not a novice, I've seen your account on it. So it's really not related to level account. I thought it was in beginners lobbies to help and entice them to play more. Guess not.

Pretty sure it's just because the server is low population - tends to happen more 3 am time then at peak times.
