That is precisely the point. The players in this game can be divided into three categories:
1. "Look at me! I am TTV Chemotherapy Wraith with 600 gazzillion kills, so come at me bro!" These guys put on the shiniest, most expensive skins, carry an heirloom bought for 500 dollars (or 160 in the better case), and WANT to be seen.
2. Average players.
3. Strategic players, who are trying to stay unseen until the exact moment when they decide to engage, and, using superior positioning, try to overwhelm enemies, without too much risk.
if you think a particular skin gives you an advantage, then PUT IT ON yourself, what's the problem?
But a RED OUTLINE around enemies is a terrible idea. Suddenly, things like hiding in vegetation or shadow lose all meaning.
If you want to see enemies, use weapons with the "Infra" optics (gold 1x optics or the gold sniper 4x-10x optics), and scan the area ahead of you with it. Or use a Legend that has some sort of detection - Bloodhound, Crypto, Valkyrie, even Wraith can do in a pinch.

I do hate that part about Apex since i've been running into a lot of cheaters
