What is a normal level to receive an heirloom by?

1. Each Apex Pack you open has a very low chance of being an heirloom pack. The chance is probably LOWER than 1:10'000 (0.01%).
2. When you open an heirloom pack, it does not consume an Apex Pack
3. If you open 499 Apex Packs and do not find heirloom shards in any of them, then the next pack you open (#500) will be guaranteed heirloom pack.
4. Every season, there are 2 or 3 "Collection Events". During these, you can buy "Collection Event Packs" at 7 dollars a piece (there is also usually some "bundle" option that offers a form of discount. Each pack is guaranteed to contain 1 of the 24 collection event skins. If you acquire all 24 collection event skins, you get 150 heirloom shards for free - enough for a single complete heirloom.

What this means is that for 168 dollars, you can get an heirloom of your choice (and in fact, smart utilization of the bundles can bring the price down to ~152 dollars). You can only get 1 heirloom per collection event, but since there are 2 of these per season, you can get 4 heirlooms in 6 months for ~600 dollars.

Of course, you could also realize how ridiculous this is and refuse to participate in this type of economy...

Guaranteed heirloom shards on 500 lootbox opened but since we don't get a lootbox every level, you'd most probably get heirloom shard before 500 box opened and that would be well beyond lvl 500.

Am lvl 1400 and got my heirloom by lvl 1100 but I have also bought roughly 200 box. Sooo... yea. You won't be getting one unless luck is with you.

That's how it works - you get heirloom shards, not specific heirloom. You get to choose which one you want.
