Go into the folder through Steam, right click the r5apex file, go to properties, compatibility, check off disable fullscreen optimizations. When you launch the game, make sure it's running in fullscreen and not borderless. I used to get pretty massive frame drops on Olympia, down from like 90-130 to 45 in the blink of an eye, now it never goes below 60.

Started having issue a day after that 16MB update this week.
Choppy screen with very bad latency jumping up and down from 40 to 300.
I think it's gone now after reinstalling my graphic driver to older version.
But now I have random game crash and engine errors.
Never had a crash before. This is too frustrating.

Lower your graphics, if you're only into the competitive aspect of the game.

It does, especially when you lower the resolution. If you're talking about random stuttering, getting an SSD will help.

that means your gpu is not enough for a stable 60fps.
