i know in fortnite it does but idk if it does in this game i feel like im being put against players way better than me im like lvl 18 and im playing games against lvl 500 ppl with 800 kills wtf

It does technically, but it doesn't try to keep you waiting in a queue just to put you in a game with exactly perfectly leveled people, so it's kinda SBMM-lite.

Also, being level 500 doesn't really mean much, so I wouldn't worry too much just because someone is that level. Someone with a ton of kills maybe, but otherwise it's not that indicative of anything.

They do, but they prioritize higher on quick game matching so..

Sounds like there isn't a lot of people queing in your server, that will pool people together for faster match making. Try switching to a different one and you should get more people with your skill level.

The game heavily forces your winrate to hover around 5%. You'll get matched with players according to that.

So it boils down to question: how to divide 60 players into a 60 players group?

With all the matches I have played I have noticed that the more I win the more often I'm put into matches with people who have 100k + kills/wins also winning more often than losing seems to put you against premade teams more often as well. Then when I peak and go on a losing streak I'll eventually get paired with people who are worse then me and ride back up to the peak to lose over and over again till I crash to the bottom again. Apex won't say it but it does match you based on skill/wins ranked or not.
